For example, the annual cost for a 40-foot mooring could jump from $1,632 to $7,200, effectively putting recreational boating beyond reach for many. The Association strongly disputes the staff report’s assertion that transferable permits limit public access. Historical discussions by the City indicated that the option for transferability would persist, which has raised expectations among permit holders. Recent changes, however, have left many feeling that promises have been abruptly overturned, leading to far-reaching implications for both their financial planning and long-term sustainability within the harbor.
